The Board of Finance held a meeting on Thursday, February 23, 2006 in the meeting room at Town Hall South, Main Street, Newtown, CT.  Chairman John Kortze called the meeting to order at 7:35 pm. 
 
PRESENT: John Kortze, James Gaston, Harrison Waterbury, Michael Portnoy, Joseph Kearney, John Torok 
 
ALSO PRESENT: First Selectman Herbert Rosenthal, Finance Director Benjamin Spragg (left early), Selectman Joseph Bojnowski, Board of Education Chairman Elaine McClure, Library Trustees President William Lavery, Trustees Treasurer Kelly Urso, nine members of public, one member of the press 
 
PUBLIC PARTICIPATION: None noted at this time 
 
COMMUNICATIONS: An email was received from Ruby Johnson regarding Commerce Park which the Chairman distributed to the Board 
 
ACCEPTANCE OF MINUTES: Mr. Waterbury moved to accept the minutes of the 2/13/06 meeting.  Motion seconded and unanimously carried.

NEW BUSINESS 
 
Presentation of Board of Selectmen Proposed 2006-2007 Budget 
First Selectman Herbert Rosenthal distributed copies of an overview of the proposed budget (copy attached). 
        Booth Library Board of Trustees President William Lavery and Treasurer Kelly distributed copies of financial information regarding the Library.  Judge Lavery advised that the Library capital reserve fund has only $45,000 due to the replacement of the roof at a cost of $96,000 which leaves it underfunded.  Judge Lavery and Ms. Urso also answered several question regarding the Library budget and finances. 
        First Selectman Rosenthal then answered questions about line items in the proposed budget. 
 
Having no further questions the meeting was adjourned at 9:45 pm.
